THE STATE OF GEORGIA EXECUTIVE ORDER BY THE GOVERNOR: WHEREAS: WHEREAS: WHEREAS: WH EREAS : On February 24, 2015, the National Weather Service issued a Winter Storm Warning for Banks, Barrow, Bartow, Carroll, Catoosa, Chattooga, Cherokee, Clarke, Clayton, Cobb, Coweta, Dade, Dawson, DeKalb, Douglas, Fannin, Fayette, Floyd, Forsyth, Franklin, Fulton, Gilmer, Gordon, Gwinnett, Habersham, Hall, Haralson, Hart, Heard, Henry, Jackson, Lumpkin, Madison, Morgan, Murray, Newton, Oconee, Oglethorpe, Paulding, Pickens, Polk, Rabun, Rockdale, Stephens, Towns, Union, Walker, Walton, White, Whitfield Counties. On February 25, 2015, accumulated snowfall totals are expected to reach one to four inches from Heard to Morgan to Hart and all areas north with higher snowfall totals possible in Northeast Georgia. Ice formation is expected on roadways. Sustained wind speeds are forecast to be between 5 and 10 mph and gusts of 15 mph during the period;; and This Winter Storm has the potential to cause significant damages throughout this area. Furthermore, roads will be nearly, if not completely, impassable with the expected snow and ice formations; and The assistance of the Government of the State of Georgia is necessary to implement protective measures to ensure the public health, preserve the safety of the pubic, keep property damage to a minimum and to minimize the social and economic impacts of this event on the citizens of this State; and In light of these circumstances and in conjunction with the authority vested in the Governor by Virtue of Article 3, Section 38-3—
