The State of Georgia holds title to certain real Property by virtue of a March 17,
2003 General Warranty Deed from the Washington Wilkes Payroll Development
Authority for approximately 10.1 acres, recorded in Wilkes County Clerk of
Superior Court in Deed Book 211, Pages 451-453, and more particularly shown on
that survey attached hereto as Exhibit “A” and incorporated herein by reference
(hereinafter the “Property”); and

Said Property is in the custody of the Georgia Department of Corrections; and

The Property is improved with those facilities and structures which are
collectively known as the former “Wilkes Pre Release Center”, more particularly
depicted in that aerial photograph attached hereto as Exhibit “B” and
incorporated herein by reference; and

By resolution dated December 5, 2013, the Georgia Board of Corrections resolved
that the Property was surplus to the needs of Georgia Department of Corrections
and requested that custody of the Property be transferred to the Georgia
Department of Juvenile Justice; and

By resolution dated February 27, 2014, the Georgia Board of Juvenile Justice
requested that custody of the Property be transferred from the Georgia
Department of Corrections to the Georgia Department of Juvenile Justice for
conversion to a Secure Juvenile Facility.

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS GOVERNOR
OF THE STATE OF GEORGIA, IT IS HEREBY

That custody of the aboVe—defined Property located in Wilkes County, Georgia be
and the same is hereby transferred from the Georgia Department of Corrections to
the Georgia Department of Juvenile Justice.
