The State of Georgia holds title to approximately 25.0 acres of improved real property by virtue of
a December 15, 1970 warranty deed from Muscogee County, Georgia recorded in Muscogee
County Clerk of Superior Court in Deed Book 1311, Page 48 (the “Property”); and

Said Property is in the custody of the Georgia Department of Corrections; and
The Property includes those facilities known as the Rutledge State Prison; and

Four guard towers (the “Structures”) are located on the Property and found by the Georgia Board
of Corrections to be hazardous and present both security and health concerns; and

The Structures are more particularly described in a marked aerial photo and identified on Exhibit
“A”, attached hereto and incorporated herein by reference; and

By resolution dated September 5, 2013, the Georgia Board of Corrections declared the four guard
towers as needing to be demolished and resolved that the Commissioner of Corrections be authorized
to take all necessary steps to affect the demolition of this property; and

Pursuant to such Board of Corrections resolution, the Georgia Department of Corrections requested
that the State Properties Commission seek an Executive Order from the Governor to allow for the
razing, demolition, and disposal of the Structures as in the best interest of the State of Georgia; and

The Georgia Department of Corrections has funding available to raze, demolish and dispose of
said Structures.

Now, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME As GOVERNOR OF THE
STATE or GEORGIA, IT Is HEREBY

The Georgia Department of Corrections is hereby authorized and directed to provide for the razing,
demolition and disposal of said Structures under the terms and conditions which are deemed to be in
the best interests of the State of Georgia.
