The State of Georgia holds title to approximately 42.085 acres of improved real property by virtue
of a July 5, 2007 quitclaim deed, recorded in Monroe County in the Office of the Clerk of
Superior Court in Deed Book 1232, Pages 15 1-155 (the “Property”); and

Said Property is in the custody of the Georgia Department of Corrections; and

The Property includes those facilities known as “State Offices South at Tift College Campus” and
identified on Exhibit “A”, attached hereto and incorporated herein by reference; and

The Wardlow House (the “Structure”) is located on the Property and found by the Georgia
Department of Corrections to be a hazard and presents both security and health concerns; and

The Board of Corrections, on January 3, 2013, declared the Wardlow House as needing to be
demolished and resolved that the Commissioner of Corrections be authorized to take all necessary
steps to affect the demolition of this property; and

Pursuant to such Board of Corrections resolution, the Georgia Department of Corrections requested
that the State Properties Commission seek an Executive Order from the Governor to allow for the
razing, demolition, and disposal of the Structure as in the best interest of the State of Georgia; and

The Georgia Department of Corrections has funding available to raze, demolish and dispose of said
Structure.

NOW, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS
GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY

The Georgia Department of Corrections is hereby authorized and directed to provide for the razing,
demolition and disposal of said Structures under the terms and conditions which are deemed to be in
the best interests of the State of Georgia.
