EXECUTIVE ORDER BY THE GOVERNOR: WHEREAS: WHEREAS: WHEREAS: WHEREAS: WHEREAS: The Georgia General Assembly, during the 2012 Session, passed legislation (House Bill 1146) to create the Georgia Vocational Rehabilitation Services Board (GVRSB) and Georgia Vocational Rehabilitation Agency (GVRA); and The GVRA will be a stand—alone executive branch agency attached for administration purposes in accordance with O.C.G.A. § 50-4-3 to the Georgia Department of Human Services (DHS); and The GVRSB and GVRA will assume, as of July 1, 2012, all powers, functions, duties, programs, institutions, and authority relating to the former Division of Rehabilitation Services within the Georgia Department of Labor (DOL); and The GVRSB shall consist of nine members who shall be appointed by the Governor. The GVRSB shall recommend to the Governor and General Assembly changes in state programs, statutes, policies, budgets, and standards relating to vocational rehabilitation services, the improvement of coordination among state and local agencies that provide vocational rehabilitation services, and the improvement of the condition of citizens who are in need of vocational rehabilitation services; and The GVRA shall have an Executive Director nominated by the Governor and approved by the GVRSB. The Executive Director shall, with the approval of the GVRSB, prepare such regulations for promulgation by the GVRSB as he or she deems necessary to carry out the purposes of the legislation; shall prepare such policies and procedures as he or she finds necessary and establish appropriate subordinate administrative units within the GVRA; shall prepare and submit to the GVRSB annual reports of activities and expenditures, and estimates of sums required for carrying out the purposes of the GVRA and estimates of the amounts to be made available for this
