Mr. Joel E. Harrell, III, Regional Vice President of Norfolk Southern
Corporation, previously made application for appointment of Andrea D.
Pauley as Special Officer of the State of Georgia; and

Said application was deemed to be in due form and in compliance with
O.C.G.A. § 46—8—230 through 232, and on November 18, 2004, Andrea D.
Pauley was appointed Special Officer, Norfolk Southern Railway Company,
Inc.; and

Due to a change in marital status, Special Officer Andrea D. Pauley is now
legally known as Andrea D. Herbster.

Now, THEREFORE, PURSUANT TO THE AUTHORITY VESTED IN ME AS
GOVERNOR OF THE STATE OF GEORGIA, IT IS HEREBY

That Andrea D. Herbster be and is hereby reappointed as Special Officer,
Norfolk Southern Railway Company, Inc., with duties and powers as
provided by the terms of the Act cited above, as long as she is in the
employ of said company and as provided by law. As such, she shall receive
no compensation from the State of Georgia or any county thereof.

IT IS FURTHER

That the Secretary of State is hereby authorized and directed to issue a
commission as Special Officer to Andrea D. Herbster.
